CHQ NEWS:
DIR(HR) held a combined meeting with the Assns on 25.06.2018 to explain the initiatives taken so far for giving promotions in various cadres on war footing ...a) JTO(TF) to SDE (TF) promotion for 53 posts.b) SDE (TF) to AGM promotion for 12 posts.c) JAO to AO promotion for 2397 posts (including 1400 upgraded posts).d) JTO(Civil) to SDE(Civil) promotion for 85 posts.e) JTO(Elect) to SDE(Elect) promotion for 126 posts.f) SDE(Elect) to DE(Elect) for 130 posts. g) SDE(T) to DE(T) for 4887 posts (including 3105 new posts created by upgradation). As reported earlier available vacancy is 1782.For all the above promotion orders, cutoff date is given as 30.6.18.On JTO to SDE promotion, management explained its difficulty due to the time delay for revision of seniority list and court cases at EKM. AO to CAO and EE(Civil) promotions, stay on promotion on catch up Rule is the hurdle. However Dir(HR) asked them to re-examine the possibility once again by today evening.All the CSs and activists are requested to kindly arrange all the VCs and assessment sheets on war footing.

Management is trying to delay the notification of CPSU Hierarchy promotion and delay all the promotions to more than 25,000 Executives. The BSNL Board approved the proposal with effect from 28.05.2018.
GS, President, AGS and Jt Sec met CMD and held discussion regarding notification of CPSU Hierarchy proposal. CMD opined that it can be notified after the completion of ongoing promotions. We are shocked to hear this from our beloved CMD. According to our information some DPCs may take few months and if all the DPCs are to be held it will take years together. By the prospective date of approval by the Board, all the Executives already lost 1 ½ years.  Any delay in notification will delay the subsequent promotions also. Hardly 20% to 30% of the Executives eligible for promotion as per the new promotion policy only will be covered by the present DPC. Delaying the promotion for another 6 months, for the vast majority of the Executives, more than 70%, is not justified. Telecom Engg side is worstly affected and it will continue to suffer, we told. Even on SDE to DE promotion we suggested to give the promotion without DPC for all the SDEs in list 5,6,7 & 8 who are in E4 or E5 scale by 28th (just like CPSU promotion) as the seniority list is under dispute and giving promotion through either seniority route for limited vacancies may end up in another litigation. That litigation will continue even after implementation of CPSU Hierarchy and the very purpose of CPSU Hierarchy implementation will be defeated. CMD was non committal on our proposal but asked us to discuss with DIR(HR). Finally CMD agreed to some extent to our demand and told that he will direct to complete all DPCs before 30th and notify CPSU Hierarchy before 1st July. 
Earlier in the meeting with GM(Pers) on CPSU Hierarchy notification and progress in the SDE to DE DPC, he indicated that he requires minimum 2 months to complete the DPC work and tentative schedule is middle of August. It is communicated to Dir(HR) and CMD in the evening.  From this we can understand the level of preparation for the DPC at BSNLCO. However we are trying our level best to get some tangible results.
We have to be very very vigilant for the next few days and be ready to go to any extent. All the negative elements will play all dirty politics to derail the notification of CPSU Hierarchy as almost all their members got promotion earlier and we have to be united like a rock.
This will be the lifeline for the career growth of Executives. This will be the unique opportunity to have uniform promotion policy and parity in promotions across all streams.
CHQ News:On SDE to DE promotion, a proposal moved by the concerned section for promotion of about 4,800 SDEs covering list 5, 6 and 7, due to the conflict in the Hon SC judgment of 2014 and the interim order. As per the proposal 1,700 clear AGM/DE vacancies are only available today. Remaining 3,100 posts required to be created new by diversion of MT quota and by upgradation of SDE posts by matching savings. Since it involves financial implications, it may have to get the approval of BSNL Board, according to the proposal. Management yet to take a call on this to create the additional posts and going to the BSNL Board. For conduction of DPC, two more years ACR, 2015-16 and 2016-17 also required for which letters already issued.
JAO to AO and AO to CAO promotion is held up due to the stay on promotions. However continuous efforts are going on to find some way out.
The JTO(C/E) to SDE(C/E) and SDE(C/E) to EE(C/E) DPCs also moving very fast, to complete it before this month end.
All CSs / Dss and activists are requested to personally put their best efforts to see that APAR and VC is reaching BSNLCO / Circle offices by the scheduled date so that  maximum feasible promotions can be materialized before implementation of CPSU Hierarchy by this month end.
CHQ is trying to implement CPSU Hierarchy before the month end so that promotion can be given to those Executives, around 250, retiring this month on 30.06.2018. The minutes of the last Board meeting will be issued by next week

Charter of Demands:
1. Remove affordability clause for Wage Revision in CPSUs.
2. Expedite wage revision for the Bankers without restriction on scale and without affordability clause.
3. Ensure Assured Pension for all.
4. Stop all moves towards Privatization.
5. Amend Tax laws at Par with Government employees.
All the Executives are requested to join the March on 19.06.2018.
