Congratulations to one and all ---
Uniform Time Bound Functional Promotion Policy (CPSU Cadre Hierarchy) upto AGM Grade approved by the Management Committee of BSNL Board today.  
We express our sincere gratitude to Shri Anupam Shrivastava, CMD/BSNL, Smt Sujata T Ray/DIR(HR), Shri Deb Kumar Chakrabarty, PGM(Pers) and Shri Manish Kumar, Jt GM(Pers) for bringing a uniform promotion policy for all the Executives irrespective of wing/stream and taking bold initiative and decision to convert BSNL into a CPSU in terms of promotions, after 17 years of its formation.

Broad agreement reached between the Recognised Association SNEA and BSNL Management on Uniform Time Bound Functional Promotion (CPSU Cadre Hierarchy) proposal.
I.       It will be a Uniform Time Bound Functional Promotion policy for all the Executives in different cadres and in different wings upto AGM grade. This will end the disparity in promotions between various cadres in different wings and provides uniform promotional avenues to all the Executives in different wings.
II.     New designations will be as follows:
JTO /JAO equivalent grade        - Deputy Manager
SDE /AO equivalent grade               - Manager 
Sr. SDE /Sr.AO equivalent grade   - Sr. Manager
AGM /CAO/EE/DE equivalent grade -Asst General Manager
III.  Date of implementation: 01.01.2017.
As a onetime measure, all the existing Executives in higher scales and completed the qualifying service will be placed in higher grades on 01.01.2017 itself without conducting fresh DPC.
IV.    Subsequent review: 1st Jan/1st July, 2018 onwards, twice in a year.
V.       Existing Executives in higher scales will be placed in higher grades without conducting fresh DPC.
VI.    Promotion upto AGM grade will be on Rect year/ vacancy year basis.
VII. Functional Promotion upto AGM grade will be on Time Bound basis as under:
a)  Deputy Manager (JTO/JAO) to Manager (SDE/AO)      --- 5 years.
b)  Manager (SDE/AO) to Sr Manager (Sr SDE/Sr AO)      --- 5 years.
c)  Sr Manager (Sr SDE/Sr AO) to AGM (DE/CAO/EE)      --- 5 years.
d)  Since Sr Manager (Sr SDE) grade is newly introduced as a functional grade, time bound promotion to AGM grade will be after 5 years of service in Sr Manager (Sr SDE/Sr AO) grade or 12 years combined service in SDE & Sr SDE equivalent grades, whichever is less.
e)  If sufficient number of eligible Executives is not available for AGM/CAO promotion, Adhoc promotions will be given by relaxing the qualifying service.
VIII.          Time Bound upgradations to higher scales will continue for the Executives already working in higher scales, on completion of qualifying service in the lower scale.
IX.    Relaxation in qualifying service for the Executives in higher scales:
a)  Manager (SDE/AO) in E3 scale will be considered for promotion to Sr Manager Grade after 3 years of servicein Manager Grade. All will get AGM promotion in 8 years.
b)  Dy Manager (JTO/JAO) in E4 scale will be considered for promotion to Sr Manager Grade after 3 years of servicein Manager Grade. All will get AGM promotion in 8 years.
c)  Dy Manager (JTO/JAO) in E3 scale will be considered for promotion to Sr Manager Grade after 4 years of servicein Manager Grade. All will get AGM promotion in 9 years.
X.     One year relaxation for the Dy Managers (JTO/JAO) recruited for the same rect year.
XI.  Present LDCE passed and corresponding vacancy year Seniority Quota Executives will be enbloc senior to other JTOs. They will be treated as SDE from 01.01.2017 itself.
On CPSU Hierarchy, the formal discussions are taken place with the recognized Assns only, as per the provisions of Recognition Rules. SNEA only have the right for negotiation/discussion with the management on such policy matters. On large number of issues, agreement reached between both sides. But on some issues, management did not fully agree to the demands, citing administrative constraints.
This will be the major breakthrough for all the Executives and a direct result of the membership verification and becoming recognized Association. During verification campaign, it was assured by SNEA that it will try to get promotions within 3 months, ie. by March, 2017. By this new policy, promotions will be effected from January, 2017 itself, just one month after the MV.
AIGETOA also contributed to frame the proposal by valid suggestions and we really appreciate their positive and pragmatic approach to end the deadlock situation in promotions.
Due to various reasons Assn could not update the latest developments and this major breakthrough to our activists at various levels for the last two months when proposal was under finalization

ERODE SNEA WELCOMES THE COMS GOPALAKRISHNAN, MOHIDDIN A M M, SENTHIL KUMAR ON TRANSFER  TO ERODE SSA AND WISH THEM A GREAT SUCCESS IN THEIR CARRIER IN ERODE
Congratulations to all the AGMs promoted as DGMs.
We are extremely grateful to CMD, DIR(HR), PGM(Pers), Jt GM(Pers), DPC members, AGM(DPC) and the DPC section for conducting the DPC and issuing promotion orders.
Our CHQ President Com AA Khan and CS/RAJ Com S S Rajput also got promotion. Congratulations to them.
DPC conducted for 513 vacancies and promotion orders issued for 438 AGMs. 70 are unassessed and 4 are pending for VC. We are extremely grateful to BSNL management for accepting our demand to consider the vacancies of Addl GMs given the charge of GMs for the DGM promotions. This resulted in the increase in the vacancies from 388 to 513. We also acknowledge the role of PGM(Pers) who taken special interest in increasing the vacancies to 513 as per our request. AGM DPC Com Rama Rao and DPC section taken lot of pain to conduct the DPC in time. This DPC would not have possible without the support of our CSs and other office bearers.  
We could accommodate all the Executives in the same Circle to the extent vacancies are available, strictly following seniority/ retirement age. We sincerely appeal to all the promoted officers to join the new assignment which is a dream for all of us and further contribute in a big way for the revival of BSNL.We congratulate our com P.THANGARAJU WHO GOT PROMOTION  IN THIS LIST

            As per the reference stated, the following points are brought to your kind notice for discussion
1.      The request transfer of executives those who are on waiting list to Erode and completed two years service ( Eg Sam N. Gunalan  PRA,Ragunatha BVN) should be effected immediately.
2.      The shortage of Executives at Kankeyam Division and Kodumudi SDCA should be filled.
3.      The executives who have completed four years in a seat and requested for seat change may be considered  on priority basis.
4.       FR 22 (I) a (I) case of the executives of Erode SSA should be settled immediately
5.       Merger of transmission planing with AGM (NWOP-CFA) may be kept under abeyance.
6.       Long stay transfers of Executives should be implemented without any bias.
7.       Supply of jointing materials to the fields to be done quickly.

Today AIBSNLEA has written a letter to BSNL management for including cascading effects points in E2/E3 letter of reconsideration to be sent to DOT. It is really unfortunate that when all the Executives in BSNL have joined together in the struggle for E2 and E3 scales unconditionally, such demands are raised by them which may kill the whole issue. Earlier, AIBSNLEA has given support letter for the struggle, even agreed to have joint struggle at one point of time. Cascading effect shall be a show stopper in settlement of pay scales and this fact is known to everyone in BSNL. At this point of time, when the agitation by the Executives forced DoT to reconsider the decision, our own comrades and Assns are again trying to derail the issue by seeking cascading effect in replacement of Non Standard Pay Scales E1A and E2A by E2 and E3.
It is our appeal to AIBSNLEA to withdraw the letter and give a letter in support of settling E2 and E3 scales alone. Otherwise the history will never forgive them. All the members of AIBSNLEA should force the leadership to change the stand on E2 and E3 scales and support the agitation.
DGM promotion: As we requested to include the resultant vacancies of Addl. GM looking after as GMs, finally management agreed to our demand and today CMD given approval for promotion to 513 DGM posts. The DPC minutes are approved. Orders will be issued tomorrow or day after tomorrow.

Indefinite Day long Relay Hunger strike (09.30 am to 05.30 pm) at BSNL HQ and Circle HQs started from 01.05.2017 onwards. SSAs should join the Relay Hunger strike at Circle HQs in rotation to make the programme successful. Each and every Executive should voluntarily come forward to participate in the Hunger Strike. All the JAO/AOs and other Executives not joined this agitation so far shall come forward and join this struggle for their better future. This agitation is for our future. JF will protect each and every Executive joins this agitation from vindictive actions. This Relay Hunger Strike will continue till the issues are resolved to our satisfaction. CSs and other activists to chalk out the strategy accordingly.

Meeting with DIR(HR): GS and CHQ President met Smt Sujata T Ray, DIR(HR) on 02.03.17 and held discussions on
a) Finalising CPSU Cadre Hierarchy: Since all the promotions are stalled due to litigations, there is an urgent need to finalise the proposal. DIR(HR) is also very keen to find a solution to the stalemate and assured to finalise it at the earliest.
Further the Man power plan is also to be finalized as all HR issues are stopped in the BSNL Board by the Board of Directors from DoT in the name of HR plan. In HR power plan, the number of posts will be reworked based on assets and number of connections. There will be a sharp cut in the number of vacancies, making the functional promotional avenues practically NILL. So before finalization of HR plan we have to switch over to CPSU Hierarchy.
b) DGM Promotions: The DGM promotions for all the vacancies are to be completed at the earliest so that promotion orders can be issued in March. Necessary approval may be given for that purpose. DIR(HR) agreed to complete the DPC at the earliest.
c) Sending response to DoT on 3rd PRC. Several rounds of discussions held with GM(SR) on the BSNL response to DoT. All the important aspects like affordability, three years performance and operational profits, pay revision with full 15% fitment, motivation to the employees to face the competition, pension contribution, huge retirement in the coming years etc are made part of the response. First time in the history of BSNL, we had seen that BSNL making a positive response with regard to pay revision.

The second CEC meeting of TN circle was held at Kanyakumari on 4-2-2017. National flag hoisted by Com Muthiyalu CWC member and SNEA flag hoisted by Com.S Balasubramanian Circle President. The CEC meeting was presided over by Com S.Balasubramanian Circle President. Com N.Albertsingh DS NGC proposed welcome address. Circle President delivered presidential address covering the functioning of circle assn, success in  MVP campaign, Rule 8 transfers, E2 E3 pay scales, promotions, posting of JTOs etc.
        Com. A.A.Khan CHQ President inaugurated the CEC meeting. In his speech CHQ President appreciated the TN circle for the victory in MVP . He addressed about the status of issues after the MVP, the danger of disinvestment, strategic sales, financial viability of BSNL, the latest situation in E2,E3 pay scales CPSU hierarchy, Superannuation benefit, social security issues, cadre name change and our two fold responsibility of strengthening the SNEA and profit making of BSNL he mentioned, JTO to SDE, SDE to DE, DE to DGM promotions merger of Civil and Electrical wings with main stream and problems in accounts wings, LDCE, Rule-8 transfer cases,  pending the HR issues.
        Shri K.Saju Geroge GM NGC delivered his special address. He mentioned that the telecom field now is turbulant situation.The dangers of JIO he cautioned. The MNP is positive and in NGC it is 5 :1, he appreciated. Positive mind feeling, team work, effective utilisation of available  resources, manpower  he covered in his motivational speech. He insisted to create some examples of excellence in our work.
        Circle Secretary presented his report  for the period 23-4-2016 To 3-2-2017. He covered the local agitations during this period in STR, Tuticorin, Madurai, Salem, Tirunelveli, Coimbatore and  Erode. He informed the work done during the MVP through out TN and our success in transfer and posting were also informed. The re-allottment of DGM postings, Incoming DEs posting, Posting of  LICE and offg JTOs, Rule -8 transfers, achieving the request transfers with in 11 months a major breakthrough in transfer policy were pointed out.
            Com R.Rajan CHQ Treasurer greeted the CEC and explained the MVP, 3rd PRC and subscription deduction forms collection by DSs. 
The CEC ended at 20-40 hrs with Vote of thanks by Com Rose Cyril Xavier, CWC member which followed by National Anthem.
Pay protection on Offtg promotion for the JTO/JAO/SDE/AO/AD(OL)s etc officiated as SDE/AO/DE/CAO etc in DoT/BSNL: The proposal for protection of the pay drawn during Officiating promotion is approved by CMD on 23.02.2017 as assured to us. The orders are expected tomorrow.



The proposal to constitute a Committee to deliberate on our suggestion for Term Insurance as social security for the BSNL direct rects is approved by DIR(HR). Letter will be issued in a day or two.

Salient features of 3rd PRC recommendations:
a) Fitment benefit: Uniform fitment of 15% on Basic + IDA.
If the additional financial impact on the average of last 3 years PBT (Profit Before Tax) is less than 20%, the fitment will be 15%. If it is more than 20% but less than 30%, the fitment will be 10%. If it is more than 30% but less than 40%, the fitment will be 5%. If it is more than 40%, the fitment will be NIL.
b) Annual increment: 3%
c) Promotion Increment: 3%.
d) Pay scales:

e) Stagnation increment: One increment after every two years, upto a maximum of 3 such increments.
f) IDA as on 01.01.2017: 100% neutralisation on 01.01.2017.
g) HRA: 24%, 16%, 8% in place of existing 30%, 20% and 10%. The HRA will be revised to 27%, 18% and 9% when IDA crosses 50% and further revised to 30%, 20% and 10% when IDA crosses 100%.
h) Superannuation benefits: It has to be under defined contribution scheme instead of defined benefit scheme.
i) Ceiling of gratuity to be enhanced from Rs 10 lakhs to Rs 20 lakhs from 01.01.2017. The ceiling of gratuity shall increase by 25% when IDA crosses 50%.
ii) The current limit of 30% of Basic pay +IDA will continue.
iii) The minimum qualifying service of 15 years not to be mandated for contributory pension. However it will be mandatory for medical benefits.
i) Date of effect: 01.01.2017 for pay scales, benefits and allowances.
j) Retirement age: No change.
k) Periodicity: Not later than 10 years, in line with Central Govt employees. Under no circumstances periodicity of wage revision for workmen should be less than the periodicity of the Executives.

The SNEA proposal for Term Insurance for the BSNL rects is under consideration of management. Restg Cell moved a proposal to constitute a Committee to have deliberations on the issue. The proposal is send to DIR(HR) for approval.
Similarly our proposal for formation of Corpus Fund is send to Estt cell for collecting the data pertaining to all the employees through ERP.
Pay protection on Offtg promotion for the JTO/JAO/SDE/AOs officiated as SDE/AO/DE/CAO in DoT/BSNL: The proposal for protection of the pay drawn during Officiating promotion is cleared by DIR(HR) and send to CMD for approval. GS, President and AGS met CMD today and requested to approve the proposal. CMD assured to approve the same immediately.
In fact the provision for pay protection has been withdrawn by BSNL on 19.02.2010 through a clarification. This resulted reduction of pay by two to three increments and recovery of lakhs of rupees for thousands of Executives. Assn was opposing the same and demanding the restoration of pay protection.
